Summary

The NYCECC is based on the 2009 IECC and ASHRAE90.1-2007, with local amendments that increase energy efficiency requirements. Energy performance criteria are prescribed for residential and non-residential buildings, addressing thermal envelope components and energy efficiency requirements for HVAC, hot water, lighting and auxiliary systems. The code allows a prescriptive path or a simulated performance calculation of a reference building to show compliance.

The state of New York has had energy efficiency requirements for buildings since 1989. The state allows any municipality to adopt its own (more stringent) energy code and in 2009 NYC decided to implement its own city specific energy code. The 2010 code and surrounding city policy include a number of dynamic initiatives to improve energy efficiency; mandatory posting of building certificates, air-tightness requirements for most building types, pre-occupancy commissioning of commercial and multi-family residential buildings, lighting and sub-metering requirements, energy audit requirements for large buildings and LEED Silver certification requirements for most city-owned/funded buildings.

    Residential buildings must post a certificate on or near the electrical panel. There is no requirement for commercial buildings. However, buildings that are 50,000 sq ft or larger must annually benchmark their energy and water usage using the US EPA’s Portfolio Manager tool.   • Model / reference Building:
    Compliance based on simulated energy performance requires that a proposed residential residence (proposed design) be shown to have an annual energy cost that is less than or equal to the annual energy cost of the standard reference design. Such analysis shall include heating, cooling, and service water heating energy only. Commercial - using total building performance.
