What is the availability and quality of data of building types in the GBPN priority regions: China, the European Union, India and the United States?

To investigate this topic, the GBPN has undertaken a survey of buildings analysts and data experts from all four regions to assess the quality of data using a scoring system based on several parameters. Our report Robust Building Data: A Driver for Policy Development reveals that there are important “white spots” in the data across the GBPN regions and that quality and availability of data vary considerably, which prevents modelling and estimation of energy efficiency potentials in buildings (see figure above).

Key findings of the report include:

  • The US has the higher scoring data quality for most of the parameters followed by the EU, China and India.
  • Regionally, there are large differences in data quality and large gaps, making it difficult to analyse the current state of play in each region.
  • That there are not enough available data in all four regions for accurately modelling building energy performance.
  • The main reasons for the data varying widely across the four regions is due to the different political approaches to data collection.

How can we work together to improve data collection practices worldwide? 

The GBPN recommends the establishment of a global Data Community that calls for collaboration among all actors who model and disseminate building performance data to support better data availability and quality. We invite all interested stakeholders to join us to establish a network of data experts, exchanging best practices, highlighting current data gaps and working on data harmonisation, quality improvement and transparency. Our Regional hubs, BPIE and IMT, are an integral part of this effort.

For this purpose, we have started initiating a global dialogue through:

  • Developing this open knowledge platform with a strong focus on Open Data and Linked Open Data principles and technologies to provide an online space where information on data quality and availability in different regions is presented and the opportunity to link to all other data sources
  • Playing a bridging role between stakeholders by launching a Building Performance Data Community during the ECEEE 2013 Summer Study last June. See the GBPN Solutions Workshop: “Data Collaboration: Why Data hold the Key towards better Building Performance Policies?”
  • Animating the Data Community on a day-to-day basis through this Laboratory to ensure information sharing and exchange of best practices.
