Summary

India’s national building energy code, Energy Conservation Building Code (ECBC), is voluntary, however, it establishes minimum energy efficiency requirements for commercial buildings’ envelope, lighting, HVAC, electrical system, water heating and pumping systems. ECBC was the first standalone national building energy code and was adopted in 2007 by the Ministry of Power and Bureau of Energy Efficiency (BEE). ECBC has not been adopted by most states. Several states, such as Rajasthan and Andhra Pradesh, have made ECBC mandatory.

Code Implementation - Compliance & Enforcement

Administrative/Enforcement Structures

Once the code is made mandatory, state government agencies will be responsible for its implementation and enforcement through local municipal authorities. The enforcement authority is generally the building department or another agency that approves and issues building permits. The local building department has jurisdiction for determining the administrative requirements relating to permit applications.
