    Any jurisdiction seeking to be a “Green Community” must adopt the ‘stretch code’, which incorporates a HERS based standard for residential buildings, roughly 20% more stringent than the standard State code.

    Medium-sized commercial buildings, including residential buildings of 4 stories or more, but that are between 5,000 to 100,000 sf, have the option of meeting the large building performance standard, or using a simplified, prescriptive energy code.

    All new residential buildings are required to meet performance requirements of the HERS rating scheme (65-70 points), based on a comparison with 2006 reference building.

There are incentives schemes and rewards available, incuding State Rebate programs, Utility rebate programs and Utility loan programs. Additionally, the HERS raters are subsidized rating. 2010 incentives: $750 - $1,250 per unit (approx Stretch Code level).

Code amendment cycles occur twice a year, as required by statute, and include a public hearing process. The next update to the stretch energy code will involve a roughly 6-9 month outreach period and a dozen public stakeholder meetings.

The Board of Building Regulations and Standards (BBRS) and the Department of Energy Resources (DOER) are sponsoring training on the building energy code, including the Stretch Code, at various locations around the state. Training is free for building officials, and counts toward the new BBRS requirement that building officials be trained in energy efficiency.
