Job Description

The Global Buildings Performance Network (GBPN) is a globally and regionally focused non-government not-for-profit organisation whose mission is to provide policy expertise and technical assistance to advance building energy performance and realise sustainable built environments for all. With team members located around the World in Indonesia, India, Australia, and Europe, GBPN brings over 10 years of knowledge and innovation to sustainable building policy reform. With every project, governments leverage our intellectual capital, our experience, analysis, evidence and our network.

GBPN goal is to contribute to the building sector achieving its full energy savings and CO2 mitigation potential of more than 2.1 Gt by 2030.  To do that, GBPN assists governments and industry to implement climate change actions in their building sectors that help achieve their commitment to the Paris Climate Agreement and Sustainable Development Goals (SDG).

Context & Reason for the Hire

Over the past three years, GBPN has experienced rapid organisational growth and expansion of services, particularly in Indonesia and India. There is also the very real issue of time running out. If we are to achieve zero emissions by 2030, incremental change is no longer enough, we need to think and act bigger and faster.

GBPN works using a unique coalition model that connects local policymakers and building professionals with industry-leading experts to reform building policies to achieve zero-emissions goals. We combine global insights with local action changing building policy through education, support and collaboration.

GBPN’s operation in Indonesia started in late 2019 and has continued to grow with the goal to become a trusted partner and thought leader in providing sustainable and innovative solutions to achieve Zero Emission Buildings in Indonesia. We have provided policy and technical assistance to policymakers, private sector, academicians/ researchers and other key stakeholders to support the government in meeting its climate goals through the building sector.

Currently, GBPN is seeking 1 (one) Consultant to support the design and implementation of GEDSI in the BERSAMA project. BERSAMA project is funded by UKPACT and consists of 3 key components as follow:

Component #1  : Roadmap Development for Energy Efficient and Net Zero Emission Buildings in        Municipalities

Component  #2 : ESCO Policy

Component  #3 : Green Transport Infrastructure Guidelines

The 3 components above may be changed / adjusted subject to further discussions with the key clients and stakeholders.

The project runs from 1 April 2025 until 31 December 2026.

Scope of Work

The Consultant will work under the supervision of the BERSAMA’s  Program Manager and Senior Manager and expected to provide support for the successful design, delivery, and reporting of the projects’ outcomes related to GEDSI. The Consultant will also engage with other BERSAMA’s team members to meet the focus areas and coordinate with GBPN Global Team on project design and delivery.

The Consultant’ Scope of Works as it relates to GEDSI will include:

  • Developing and Implementing GEDSI Strategies:
    This includes developing and implementing strategies, policies, and frameworks to mainstream GEDSI principles into organizational activities.
  • Conducting GEDSI Analysis:
    This involves analyzing projects and programs to identify potential social inclusion, gender, and disability issues, as well as developing recommendations for improvement.
  • Mainstreaming GEDSI:
    The coordinator works to integrate GEDSI considerations into all aspects of the organization’s work, including project design, implementation, monitoring, and evaluation.
  • Collaboration and Stakeholder Engagement:
    This includes collaborating with project teams, partners, and stakeholders to ensure GEDSI is a core consideration in all activities.
  • Training and Capacity Building:
    Providing training and capacity building to staff on GEDSI principles and practices.
  • Monitoring and Evaluation:
    Tracking GEDSI progress, impact, and outcomes using relevant monitoring and evaluation methodologies.
  • Advocacy and Communication:
    Promoting GEDSI awareness and advocacy within the organization and externally.

The Consultant’ Scope of Works as it relates to Project Management will include, but is not limited to:

  1. Support the Program Manager in leading the GEDSI element of the program and following standardized processes to ensure all team members and defined partners are involved. Confirm activity planning, project work plans, M&E, budget and procurement.
  2. Coordinate with the Program Associate, other BERSAMA’s team members, and experts working for the project, including to ensure successful delivery of outputs and outcomes: on schedule, on budget and with good quality.
  3. Build partnerships and manage good relationships with clients, partners, and other key stakeholders, including prepare a stakeholder mapping and maintain a database of stakeholders
  4. Assume direct responsibility for supporting the project operations, ensuring that:
    • Project, plans and operations are executed smoothly and are aligned with the GBPN’s and stakeholder’s priorities and policies, including (but not limited) facilitating discussions and training, reviewing assessments from experts, supervising design and production of communication materials, etc.
    • Alignment is sought with Donor’s expected high standard of technical quality and in compliance with donor requirements as shared by the GBPN’s Global Team and GBPN Indonesia’s Managing Director.
    • Project funds are disbursed properly.
  5. Support the Monitoring, Evaluation and Learning (MEL) officer in delivering monitoring and evaluation activities of the assigned projects which may include but not limited to:
    • Fills in the monitoring and evaluation periodic report with latest data and evidence
    • Collects and tabulates results from the event feedback forms
    • Collects lessons learnt information from the project team
  6. Produce quarterly reports on GEDSI progress (including updating potential risks and other key project components) and financial expenses
  7. Update information in the GBPN’s project management tool (i.e. ClickUp) and shared folders in the Google drive regularly.
  8. Support knowledge building and knowledge sharing events within the GBPN team.
  9. Deliver ad-hoc support to other GBPN teams (if needed).

Skills and Qualifications

  • Educational Background: Bachelor’s degree in GEDSI related topics / Project Management / Public Policy. A master’s degree will be an added advantage.
  • Strong Understanding of GEDSI: A deep understanding of the principles, concepts, and frameworks of GEDSI.
  • Stakeholder Management: Ability to build relationships, manage stakeholder expectations, and facilitate collaboration.
  • M&E Proficiency: Experience in monitoring and evaluation methodologies, specifically on GEDSI.
  • Policy and Advocacy: Familiarity with local and national policy frameworks related to GEDSI.
  • Project Management Expertise:
    1. Proven experience (> 3 years) in managing complex projects with multiple stakeholders, preferably in GEDSI related topics
    2. Familiarity with project management tools and software
    3. Demonstrated ability in project planning, execution, monitoring, and evaluation.
  • Technical Knowledge:
    1. Familiarity with Indonesia GEDSI issues. Knowledge on climate / green building / sustainable finance in Indonesia will be an added advantage.
    2. Experience in doing research: collecting and analyzing data and writing on GEDSI related topics.
    3. Knowledge of women businesses will be an added advantage.
  • Team Management:
    1. Experience in working on diverse teams, including project coordinators and external consultants.
    2. Strong ability to provide direction, set clear objectives, and ensure timely and quality delivery of projects.
  • Stakeholder Engagement and Partnership Building:
    1. Proven experience in building and maintaining relationships with government agencies, local authorities, industry partners, donors, and international agencies.
    2. Strong facilitation skills to lead stakeholder discussions, training sessions, and workshops.
  • Communication Skills:
    1. Proficiency in English (verbal and written) is a must.
    2. Excellent verbal and written communication skills.
    3. Ability to produce comprehensive reports and present complex information in a clear and concise manner.
  • Adaptability and Problem-solving: Ability to adapt to changing circumstances, handle multiple tasks simultaneously, and solve problems efficiently.

Conditions 

This position is available for immediate commencement  and subject to successful 3-month probationary period, and is offered for service consulting contract for 100 days over a 19 month period (1 June 2025 – 31 December 2026) with possibility for extension. Communication with GBPN team members around the world is largely online and may require travel or working outside normal working hours (only if needed). The position is a remote working position, based in Jakarta/ surrounding area.

This consultant’s position is subject to quarterly performance reviews and related funding availability.

Terms of Payment

Payments are outcome based and will be released  in arrears on a quarterly basis.

The individual consultant can issue  a monthly invoice at the end of each month. However, the payment will be processed on a quarterly basis (the 3 invoices paid at once) subject to satisfactory outcomes and funding as secured by GBPN.
