Fixed-term Full Time – Consulting Contractor

Job Description 

The Global Buildings Performance Network (GBPN) is a globally and regionally focused non- government not-for-profit organization whose mission is to provide policy expertise and technical assistance to advance building energy performance and realize sustainable built environments for all. With staff members located around the world in Indonesia, India, Australia, and Europe, GBPN brings over 10 years of knowledge and innovation to sustainable building policy reform. With every project, governments leverage our intellectual capital, our experience, analysis, evidence, and our network.

GBPN’s goal is to contribute to the building sector achieving its full energy savings and CO2 mitigation potential of more than 2.1 Gt by 2030. To do that, GBPN assists governments and industry to implement climate change actions in their building sectors that help achieve their commitment to the Paris Climate Agreement and Sustainable Development Goals (SDG).

In Indonesia, GBPN started its program in 2019. GBPN works on an ongoing basis to support the Government of Indonesia (GOI)’s Nationally Determined Contribution (NDC) target for the reduction of greenhouse gas (GHG) emissions through the decarbonization of the building sector. GBPN currently works with a total of 9 government agencies at the national and sub-national level by providing evidence on which to base policy and technical assistance to facilitate policy implementation.

At the subnational level, GBPN actively supports the Municipal Governments of Samarinda, Balikpapan, South Tangerang, and the Provincial Government of Bali (along with the Regency of Gianyar and City of Denpasar). GBPN assists the sub-national governments such as Ministry of Public Works and Housing, Ministry of Energy and Mineral Resources, Ministry of Home Affairs, and Ministry of Finance in developing key guidance on green buildings implementation, in implementing energy and resource efficient building policies and in developing policy reform action plans on net zero emission buildings.

GBPN now seeks a Manager to support in managing Indonesia projects which are:

  • The Implementation of the National Roadmap for the Operationalization and Capacity Building of Green Buildings
  • Development of a Net Zero Carbon Building Framework for Indonesia
  • Supporting the Implementation of Green Affordable Housing

Due to proximity to public/private stakeholders’ engagement, and in regard to the high frequency of in-person meetings, it is expected for the successful candidate to be located in Jakarta, or nearby.

Scope of Work

The Manager, working under the supervision of the Country Manager and the Senior Manager for Research Building Tech., will lead and manage the successful design, delivery, evaluation and reporting of the projects’ outcomes. The Manager will also be responsible for leading the project team (Senior Associate and Associate) to meet the focus areas.

The Manager’s Scope of Works will include:

  1. Assume operational management of the project according to strategic and programmatic objectives of GBPN in Indonesia.
  2. Lead the design stage of the projects and following standardized processes to ensure all team members and defined partners are involved. Confirm activity planning, project work plans, M&E, and budget.
  3. Supervise and manage the project team members, and experts working for the project including to ensure they deliver their outputs and outcomes on schedule, on budget and with good quality.
  4. Build partnerships and manage good relationships with clients, partners, and other key stakeholders including donors and other international agencies.
  5. Assume direct responsibility for managing the project operations, ensuring that:
    • Projects, plans and operations are executed smoothly and are aligned with the GBPN’s and stakeholder’s priorities and policies.
    • Alignment is sought with Donor’s expected high standard of technical quality and in compliance with donor requirements as shared by the Executive and Country Manager.
    • Project funds are disbursed properly.
  1. Support the documentation of monitoring and evaluation and learning activities of the assigned projects.
  2. Produce reports regularly, including oversee, review, and approval of monthly update.

Skills and Qualifications

Educational Background: Bachelor’s degree in Project Management, Business Administration, Engineering, and a Master’s degree will be an added advantage.

Project Management Expertise:

  • Proven experience (> 5 years) in managing complex projects with multiple stakeholders, preferably in the sustainable building, energy conservation, or climate changes related issues.
  • Familiarity with project management tools and software.
  • Demonstrated ability in project planning, execution, monitoring, and evaluation.

Technical Knowledge:

  • Strong understanding of climate change and carbon mitigation strategies. Technical knowledge in energy conservation, building energy performance, and sustainable built environments will be an added advantage.
  • Familiarity with Indonesia climate change policies. Knowledge on energy conservation and green building policies in Indonesia will be an added advantage.
  • Knowledge of the building and construction sector’s supply chain in Indonesia will be an added advantage.

Leadership and Team Management:

  • Experience in supervising and leading diverse teams, including project coordinators and external consultants.
  • Strong ability to provide direction, set clear objectives, and ensure timely and quality delivery of  projects.

Stakeholder Engagement and Partnership Building:

  • Proven experience in building and maintaining relationships with government agencies, local authorities, industry partners, donors, and international agencies.
  • Strong facilitation skills to lead stakeholder discussions, training sessions, and workshops.

Communication Skills:

  • Proficiency in English is a must.
  • Excellent verbal and written communication.
  • Ability to produce comprehensive reports and present complex information in a clear and concise manner.

Budget and Financial Management: Experience in managing project budgets, ensuring proper disbursement of funds, and maintaining financial documentation.

Adaptability and Problem-solving: Ability to adapt to changing circumstances, handle multiple tasks simultaneously, and solve problems efficiently.

Conditions 

This position is available for immediate commencement and is offered as a fixed-term fee for service consulting contract for full time (230 working days) over a 12-month period and which may be extended subject to result of the performance review. Communication with GBPN team members around the world is largely online and may require working outside normal working hours. The position is a hybrid working position and may require intensive travels.

This position will report directly to the Indonesia’s Country Manger with guidance from the GBPN Global and Country Management team. GBPN offers competitive remuneration to a successful candidate.
