UNEP and GBPN built on the work conducted to date under the GlobalABC and supported the development of the Cambodia NDC Roadmap for Buildings and Construction, and further developed the process and tools for under the NDC Roadmaps for Buildings and Construction programme.
The objective of the SSFA for GBPN was:
a) GBPN acted as UNEP’s Remote International Expert to pilot the action learning approach for the development of Cambodia NDC Roadmap for Buildings and Construction with UNDP and UNEP in Cambodia.
The roadmap was developed through a country-led participatory/stakeholder driven approach for which GBPN provided remote guidance/support to the local team composed of three national consultants and an international consultant who supported the coordination and implementation of the activities in-country. GBPN used the “Guide for Incorporating Buildings Actions in NDCs” as the framework for populating the roadmap. GBPN provided the team on the ground with guidance for each of the 3 key steps i.e. (i) mapping, (ii) prioritizing and (iii) implementing and monitoring through applying an action learning programme and acted as a remote ‘help-desk’ function along the process.
b) GBPN collaborated with PEEB and UNEP as the Secretariat of GlobalABC to finalise a draft NDC Tool-kit for countries focussing on the 3 key steps outlined in the NDC Guide’s Mapping, Prioritizing, and Implementing and monitoring activities, to guide the development national NDC roadmaps for buildings and construction.
Based on a review of the national roadmap process in Cambodia and Vietnam, GBPN provided recommendations for improvement and scale-up that were used to further develop the NDC Tool-kit. The NDC Tool-kit is a practical tool for countries to implement the framework to support countries in formulating meaningful NDCs in the buildings sector that is outlined in the “Guide for Incorporating Buildings Actions in NDCs”. GBPN developed national NDC roadmaps for buildings and construction covering the eight activity areas of the GlobalABC roadmap model.
